WASHINGTON - Former New York City mayor Rudy Giuliani, a moderate Republican best known for his stewardship of the city after the Sept.11 terrorist attacks, has taken the first step in a 2008 presidentialbid.

Theformer mayor filed papers to create the Rudy Giuliani PresidentialExploratory Committee, Inc., establishing a New York-based panel thatwould allow him to raise money to explore a White House run and travelthe country.

WASHINGTON - President Bush traded ideas on Iraq with a bipartisan commission Monday and promised to work with the incoming Democratic majority toward "common objectives." At the same time, he renewed his opposition to any timetable for withdrawing U.S. troops.

As Bush met with the Iraq Study Group, the Democrat in line to lead the Senate Armed Services Committee, Carl Levin of Michigan, said the administration didn't see that "we're getting deeper and deeper into a hole."

Administration: Detainees have no rights

In court documents filed with the U.S. Court of Appeals for the District of Columbia Circuit, the Justice Department defended the military's authority to arrest people overseas and detain them indefinitely
without access to courts.

Bush leads King groundbreaking ceremony

WASHINGTON - Martin Luther King Jr. belongs among American icons like
Thomas Jefferson and Abraham Lincoln, national leaders said Monday at
the ceremonial groundbreaking for a King memorial.

"We give Martin Luther King his rightful place among the many Americans honored on the National Mall," President Bush told a crowd of about 5,000.

Al Qaeda seeking nuclear kit for attacks: UK official

LONDON (Reuters) - Al Qaeda is trying to acquire the
technology that would enable it to use a nuclear device to
attack Western targets including Britain, a senior British
official said on Monday.

"We know the aspiration is there. We know attempts to
gather materials are there, we know that attempts to gather
technology are there," the senior Foreign Office official told
reporters.

The comments at a briefing came days after the head of
Britain's domestic spy agency said Muslim extremists were
plotting at least 30 major terrorist attacks in Britain which
could involve chemical and nuclear devices.

Ill. woman accused in hit-and-run death

PEORIA, Ill. - A jealous ex-wife was charged with murder Monday after
running down her ex-husband with a car outside another woman's
apartment, authorities said. Dennis McGlothlin, 26, died at a hospital
Monday after undergoing brain surgery. He was injured three days
earlier in a parking lot in Pekin.

Krystle McGlothlin, 25, was jailed on $2 million bail.

Investigators said she showed up at the apartment early Friday,
yelling obscenities and screaming for her ex-husband to come outside.
She then rammed him with a car, and he hit his head on the ground,
witnesses told police.
